Translating mineral wealth into overall economic development and enriching the lives of citizens remains difficult for many resource-rich African countries. The biggest challenge facing most countries is how to increase tax collection, manage revenues and invest the revenues for optimal public benefit. Another key challenge to the effective governance of mineral resources in Africa is limited or non-public disclosure of contracts or development agreements. SARWatch supports states to develop capacity for effective negotiation, contract review, public disclosure of contracts and licenses, curbing of discretionary powers, and combat tax evasion, illicit financial flows and corruption. SARWatch supports Publish What You Pay (PWYP) and the Extractive Industries Transparency Initiative (EITI) in the promotion of transparent management of revenues.
